How is this different from Launch Check?

Timing. A Product Brief is the read before a build decision — what to build, for whom, and where the risk sits. Launch Check is the critique before a page goes live, at $9 a report. Buying one does not require the other.

Is it automated, or does a person read it?

Both, in that order: a deterministic first pass, then human review. The brief you receive is a reviewed artifact rather than raw model output, which is also why it is not instant.
